# Aethera: Making the water-planning question visible

Water planning is often discussed as a question of scarcity alone. Aethera begins earlier: how can supply and demand be held in the same engineering picture without pretending that a dashboard is already a decision system?

## The problem behind the project

Rainfall and storage influence available water. Population, villages, cities, agriculture and industry shape requirements. These factors operate at different times and scales, which makes responsible planning more difficult than simply reading a tank level or one demand chart.

## What the team is building

Aethera is being developed as a water-resource intelligence and distribution-planning system. The system design separates supply intelligence, demand intelligence, ML estimation, gap analysis and human-reviewed allocation scenarios.

## What exists today

The current local prototype includes a browser interface, a FastAPI service, deterministic synthetic data generation, two local random-forest estimators and an illustrative sector allocation view. The screen labels the data as synthetic and does not represent a real city, reservoir, forecast or allocation instruction.

## Why the boundary matters

Water is a consequential resource. An engineering prototype can make a design direction testable; it cannot by itself validate a hydrological model, establish a public policy or claim a field result. Aethera’s next stage is therefore data governance, validated baselines and accountable evaluation.
